【摘要】:HACCPisaproactivemanagementtoolthatservestoreducehazardspotentiallyexpressedasadversebiologicalorenvironmentaleffects,forexample,associatedwithchemicalreleases,changesinnaturalresourceorengineeringpracticesandtheirrelatedimpacts,andaccidentalorintentionalreleasesofbiologicalstressorssuchasinvasivespecies.SequentialimplementationofHACCPandfeedbackintheiterativeHACCPprocessallowsfortechnically-basedjudgmentsconcerning,forexample,naturalresourcesortheuseofnaturalresources.ImplementingtheHACCPprocessservestoreduceadverseeffectspotentiallyassociatedwithaparticularmaterialorprocess,andprovidesguidancefortestingandevaluationofproductsorprocesses,throughapre-emptiveprocedurefocusedoninformationmostpertinenttoasystemx2019;scharacterization.Forexample,identificationofCCPsassurethatprocessesandpracticescanbemanagedtoachievehazardreduction.Fordifferentprocessesandsituations,HAmaybebasedonsubstantiallydifferentamountsandkindsof,forexample,biological,chemical,physical,andtoxicologicaldata,buttheidentificationofCCPsservingtoreducehazardiskeytosuccessfulimplementationofHACCP.HACCPshouldneverbeconsideredcompleteforalltime,andcontinuingreassessmentisacharacteristicofHACCPevaluations,especiallyifthereshouldbechangesin,forexample,productionvolumesofamaterial,oritsuseordisposalincreases,newusesarediscovered,ornewinformationonbiological,chemical,physical,ortoxicologicalpropertiesbecomesavailable.Similarly,HACCPshouldbeconsideredanongoingprocessservingasakeycomponentinengineeringpractices,forexample,relatedtoconstructionactivitiesandland-usechanges,andnaturalresourcemanagementpractices,forexample,relatedtohabitatuse,enhancement,andspeciesintroductionssuchasfish-stockingprograms.Periodicreviewofasystemx2019;sperformancewillhelpassurethatnewcircumstancesandinformationreceivepromptandappropriateattention.Inmanycases,considerationofadverseeffectsshouldnotendwithcompletionoftheHAandidentificationofCCPskeytothedevelopmentofcontrolmeasures.Additionalstepsmaysubsequentlyincluderiskassessment,anddecisionsconcerningacceptabilityofidentifiedhazardsandrisks,andmitigationactionspotentiallyapplicabletotheprocessorpracticethatinitiallymotivatedHACCP.1.1Thisguidedescribesastepwiseprocedureforusingexistinginformation,andifavailable,supportingfieldandlaboratorydataconcerningaprocess,materials,orproductspotentiallylinkedtoadverseeffectslikelytooccurintheenvironmentasaresultofaneventassociatedwithaprocesssuchasthedispersalofapotentiallyinvasivespeciesorthereleaseofmaterial(forexample,achemical)oritsderivativeproductstotheenvironment.1.2Hazardanalysis-criticalcontrolpoint(HACCP)evaluationisasimplelinearprocessoranetworkoflinearprocessesthatrepresentsthestructureofanyevent;thehazardanalysis(HA)dependsonthedataqualityanddataquantityavailablefortheevaluationprocess,especiallyasthatrelatestocriticalcontrolpoints(CCPs)characterizedincompletingHACCP.ControlmeasurestargetCCPsandserveaslimitingfactorsorcontrolstepsinaprocessthatreduceoreliminatethehazardsthatinitiatedtheHACCPevaluation.ThemainreasonforimplementingHACCPistopreventproblemsassociatedwithaspecificprocess,practice,material,orproduct.1.3ThisguideassumesthatthereaderisknowledgeableinspecificresourcemanagementorengineeringpracticesusedaspartoftheHACCPprocess.AlistofgeneralreferencesisprovidedforHACCPandimplementationofHAC......
